It was easy to forget a little detail like what the author of the adapted work had actually written.

They are implied to be extremely fast and silent, as well as several seemingly having active camouflage, seeming to appear out of thin air. It has been suggested the names may go with Collins' allusions to Romeo and Juliet in the use of the phrase "star-crossed lovers" and the suicidal nature of Romeo and Juliet's death.[6].

If they go so far as to specify a character’s race, ethnicity, or even  sexual preference, they do so for a reason. Circ, the male tribute, is killed by snake mutts before he has a chance to use them, but Teslee, the female tribute, uses them to kill Mizzen, only to be killed by Treech. Symbolically, both Ruta graveolens and primrose blossoms close at night. District 5 specializes in electrical power,[7] which Caesar Flickerman referred as the "Power Plant Workers" in the first film. In the films, the uniforms did not have flotation devices, but in both versions, the uniforms were designed to help survive in tropical temperatures.

At least one job is mentioned throughout the book: keeping embryos of cattle to keep enough livestock to send to the Capitol. District 7 specializes in forestry, lumber and paper.

The second Quarter Quell took place in a beautiful meadow with flowers and a fruit-bearing forest and mountains. At the end of the war, the rebels captured the Capitol, and Alma Coin, the President of District 13 and acting President of Panem, announced President Snow would be executed. The two worked together to survive, and learned much about each other and their districts.

The Capitol put down the rebellion and supposedly destroyed District 13 and its residents. Nightlock is a wild bush with extremely toxic berries. Each District's tributes are then put in horse-drawn chariots and attempt to impress Capitol citizens while they ride down the Avenue of the Tributes. During training in the film when Rue stole Cato's knife (which caused him to attack another tribute), Thresh looked up and smiled at Rue knowing it was her. To further punish the rebellious districts and discourage future rebellion, the government instituted an annual pageant and violent contest known as the Hunger Games, for which each district is compelled to provide two 'tributes': one male and one female, aged between 12 and 18, who are chosen by lottery. 12 Overall, the condition of the district is worse than District 12, because, as the food-producing district, security is enforced greatly and harsh measures, including summary execution, are implemented to keep people from stealing anything meant for the Capitol. As a memorial to Rue's death, Katniss covered her in flowers and sang to her until she died, indicating to the Capitol that Rue was not just a piece in their games.

It is implied that there are no official rules for the Games except for not stepping off the plate until the conclusion of the sixty-second countdown. Her odds of winning are shown to change from 60-1 to 7-1 in the film. Rue's tribute token was a grass necklace with a wooden star, used as a good luck charm in the Games. Her following of Katniss in the training center continued in the arena.

During the Dark Days, District 2 was the Capitol's staunchest ally and received preferential treatment from the Capitol after the rebellion, along with District 1. Katniss felt empathy and pity for her. This results in Annie (who by this time is Finnick's spouse) being left as the only surviving Victor from District 4 left after the war.

Also, most of the other tributes are too big to climb as high as she can.

VTOL aircraft, or hovercraft, are used by the capitol to transport Peacekeepers and secure district borders.

Due to Katniss' alliance with Rue, Thresh spared her life, suggesting that he cared for her.

She survived mostly on roots and berries that she found and discovered could be eaten. Despite her intense and stand-offish attitude, in the film she is a key player in defending and extracting Katniss from the 75th Hunger Games, and the beginning of the Second Rebellion.

Each tribute is given special clothing to wear, depending on the environment, and then confined to an underground room, referred to as the "Launch Room" by the Capitol and the "Stockyard" by the Districts, until game time. When he is shot in the hand with an arrow, Cato falls off the Cornucopia; in the book, Cato's fight for survival against the mutts goes on for several hours before Katniss shoots him in the skull with an arrow out of pity. In the second Quell (year 50), twice the usual number of tributes were reaped from each District, to remind them that two rebels died for each Capitol citizen during the rebellion.

Blight, the male District 7 tribute is killed when stumbling upon the force field during the blood rain in that sector. Thresh avenged her death. Katniss identifies them immediately, luckily before Peeta has eaten any. Little information is given on the original source of the weapons development, though it is possible it originated from what remained of the United States military prior to the formation of Panem. This ultimately fails when they attempt to commit a double suicide by nightlock, a poisonous berry that had killed another tribute nicknamed "Foxface", and at the last moment the rule is reinstated, allowing both of them to become victors. The force in each region is led by an appointed Head Peacekeeper of the district. This may also hint at the initial rebellion, resulting in the destruction of District 13. Caesar replies by saying he wouldn't count her out in a million years.

During the feast, Thresh overheard Clove taunting Katniss about Rue and taking credit for her death, and was enraged by this, Thresh pushed Clove off Katniss and held her above the ground by her throat, yelling accusations at her.

Katniss destroys the force field surrounding the arena, and becomes one of six survivors.

She was also able to whistle a four note song which had meaning in her district that the day of work was over. In The Hunger Games, they set the forest on fire and switch between day and night at will. The arrows included explosive arrows and regular arrows. Rue was the eldest of six children. During the 75th Hunger Games, both tributes are nicknamed the "Morphlings" due to their addiction to morphling, a psychoactive drug similar to morphine. In Mockingjay it is revealed that District 13 has an entire fleet of hovercraft, but never used them due to the fear that the Capitol would retaliate with even more firepower. She worked from sunrise to sunset in the orchards in District 11, alongside the other citizens of her district. They instinctively attack people with unfamiliar smells. One wolf Katniss identifies as Rue and others as Glimmer, Foxface, the boy from District 9 and Thresh.

Hovercraft are also used in The Hunger Games to transport the tributes to the arena. - Katniss on Rue's skills in the Training Center. In every District, the victor is given a celebration and ceremony, usually accompanied by a victory rally and dinner with senior district officials. The Districts provide resources to the Capitol in exchange for protection by – and from – the Capitol's army of "Peacekeepers".
They also have access to an air defense network (seen in both Mockingjay Part I and II) and utilize a fortified bunker in District 2 (nicknamed "The Nut" by the rebels) as a command and control center. However, Katniss insisted that she take it along with the other leg, feeling pity for the younger girl. In this case, readers of the novel were upset because the actor did not fit with what they imagined. Rue was the only 12 year old in the 74th Hunger Games that survived after the bloodbath, despite being the tribute with the lowest odds. Peeta comforts her, and allows her to paint flowers on his face with her blood, and describes the many colors in the sky and sunset to her, particularly his favourite colour orange, as she dies.
Katniss felt the need to protect her sister since she was the provider, protector, and head of her household, and because no one else could have protected her sister, she states They’re not our kids, of course. Katniss tells Rue not to worry because the more she advances in the Games the more sponsors will recognize her for her survival skills. From her spot in a tree, Rue points out the tracker jacker nest to Katniss. The Gamemakers have complete control of the arena environment and can create any hazard they wish.

In Mockingjay Part II, during the battle for the Capitol, they are seen utilizing machine guns and rocket launchers, weapons previously unseen in the films. Peacekeepers are usually equipped with sub-machine guns to further discourage social disobedience among the districts. This rebellion was led by District 13, which was a major threat to the Capitol because the District controlled all of Panem's nuclear weapons. Katniss also shoots an arrow at the force field to destroy it in the Third Quarter Quell.

They are very thrifty and ration food carefully – even a small thing wasted is heavily frowned upon and minor theft is punished by detention. The total of twenty-four tributes are sent to an arena and forced to fight to the death until a single victor remains. She had five younger siblings, all living in poverty in District 11. For example, in the 50th Hunger Games, twice the number of tributes competed, with 4 from each district (two boys and two girls). The Victory Tour usually starts at District 12 and then goes in descending order, ending at District 1. Rue and Katniss share a laugh while bonding in the arena. The Hunger Games series introduced the fictional world of Panem, a nation compromised of the Capitol and a number of outlying districts. Both Rue's and Prim's deaths heavily affected Katniss. While Katniss is attempting to make a fire, she hears a branch crack and she knows it's Rue because she sees her boots sticking around the tree. While she was in office, she got rid of the totalitarian government and police state, and turned it into a democratic republic.

Criticizing the casting of Rue based solely on her race, however, is disrespectful to both Collins and the story she has created.

The names are written on slips of paper and placed in glass bowls ("reaping balls"), one each for males and females. Sometimes during the height of the harvest they were given night-vision goggles to allow them to work after dark. District 10 specializes in livestock.

The male tribute, Tanner, forms an alliance with the District 4 tributes, only to later be betrayed by them. Katniss avenged Rue when Marvel killed her. After the Capitol bombs District 12 at the end of Catching Fire, most of the residency is destroyed with its meadow turned into a mass grave of the residents unable to escape and with only the Victor's Village left unharmed. They see that detail as being essential to the story. In the first novel, Katniss mentions that there is an unspoken rule against cannibalism in the Games. It caused the death of the Mutts in Mockingjay. Prior to the Dark Days, District 13 was responsible for the Capitol's nuclear weapons development, though publicly it was responsible for graphite mining (a material needed in the enrichment process). Sometimes, it changes it in a good way.
Katniss tells Thresh's family that she admired him for being solitary, and even when the Career tributes wanted him, he turned them down. In the film, Katniss pulled Rue out of the net and hugged her, and Marvel threw the spear at Katniss but hit Rue instead; Marvel was shot in the chest by Katniss, who turned to Rue as she pulled the spear out of her body and fell to the ground.
