Tournament teams shall have a minimum of 9 (10 for SHETLAND) eli- gible players, who are physically able to play, present at the start of all tournament games. Please refer to rule 1A concerning PONY’s policy on disabili- ties. SHETLAND: Players are not permitted to pitch. Additional weekly team events are optional. PENALTY – The player initiating malicious contact will be ejected from the game. Purposely rolling the ball is not permitted. Players of league age 5 and 6 as of April 30 of the season. The official scorekeeper shall record at-bats, hits, runs, errors, strikeouts, bases on balls, innings pitched in by each pitcher and scheduled starting time of games, or actual starting time if game is delayed more than two hours. (4) For interpretation of this rule, the penalty shall be assessed against the person in charge, (manager, coach or business manager) when an illegal player is used. The batter, players in the on-deck batting area, baserunners and players coaching in the baseline coaching boxes shall be required to wear protective headgear which gives protection to the top of the head, temples, ears and base of the skull. (NOTE: This rule applies to STARTERS ONLY. If a waiting list of players exists, the Division Director or its representative shall contact the first player on the list and inform the player of the opportunity to join the league as a replacement player. Each league shall assume full responsibility for expenses incurred in tour- nament competition. Central Oahu Regional Park. Seriously inappropriate conduct on the part of these adult leaders, on or off the playing field, may result in penalties assessed against the league. (2) Where it is deemed desirable, by majority vote of the Decisions Committee, an official written interpretation shall be provided by the Headquarters staff upon receipt of a written request from the DecisionsCommittee, outlining the protest under consideration.

When circumstances permit, umpires who have not worked in the games of the two competing leagues shall be assigned. PROTESTS OF UMPIRE'S CALLS: No protests of judgment calls are allowed. Once the batter reaches second base, the ball will be called dead. The Decisions Committee shall concern itself only with game protests, leav- ing the resolution of other matters in the hands of league officers.
