No NOAA administrator has been more interested in, knowledgeable about, and more in tune with NWS forecasters.

I was still involved in doing some coaching on debate, I was always interested in policy.

I have known him for a number of years and have the greatest respect for him, both as a scientist and as a straight-shooting, ethical individual.

And, after my dad retired from the air force, he went back to school and got a PHD in economics and became an economics professor. And everyone is getting tired of hearing how we’re getting beat up by the European center on the modeling.

But even a superficial view of these charges quickly reveal they are baseless and ill-informed.

Ross’ call implied that Jacobs and others were vulnerable if something wasn't done. As far as you know, are you the highest ranking hardcore surfer in a government position? Then I started a graduate program in condensed matter physics, and I was doing some work with the semiconductor industry, and I just got tired of it. But I’m basically resigning myself to the fact that I’m not going to have a lot of free time to do anything, including surf. Sorry, but we failed to add you to the list. And not with some folks in NOAA who were an unhappy with Dr. Jacobs efforts to move the agency to a new paradigm for numerical weather prediction. But he would pay a price for it. Which begs the question: Is Jacobs the highest-ranking hardcore surfer in a government position?

So the NOAA statement was entirely true and did NOT say that Birmingham office tweet was wrong, just that it would have been better to note the probabilities. On the basis of these conclusions, there was been substantial media buzz criticizing Administrator Jacobs and even a call by Congressman Tonko to have Dr. Jacobs resign. According to a number of sources,  Trump told his Chief of Staff, Mike Mulvaney to have NOAA deal with the situation.

They were understanding and not critical of him.

On Sept. 6, the following statement, substantially massaged by Dr. Jacobs, was released by NOAA: The first paragraph is completely correct--the National Hurricane Center guidance DID have some probability of tropical storm force winds reaching Alabama during that period. We encourage all senators on the Committee to find out where Dr. Jacobs stands on the issues facing our ocean and coastal communities and we look forward to finding out where Dr. Jacobs stands.

To make his support of the local NWS office absolutely clear, Dr. Jacobs spoke to the National Weather Association (a group that encompasses NWS forecasters) and to the local office in question. Then that rolled over into a PHD program and I was working on data assimilation, sea surface temperature data assimilation, and other three-dimensional data sets.

The next stage of this sad drama occurred the next Wednesday when President Trump talked about the hurricane and used an OLD National Hurricane Center forecast uncertainty chart (see below).

Prior to his current post at NOAA, Dr. Jacobs served as the Chief Atmospheric Scientist at Panasonic Avionics Corporation, working on weather observing and forecasting programs.

It is also imperative that we ensure the head of NOAA is committed to keeping our ocean strong and healthy—requiring a knowledge of the issues facing our oceans and coastal communities.

They said, ‘would you consider this position?’ It wasn’t even a question. U.S. numerical prediction has stagnated (to fourth place in global prediction), satellite systems have had technical problems and huge overruns, and more.

According to the NY Times and a recent report commissioned by NOAA (the NAPA report), Dr. Jacobs pushed back on Secretary of Commerce Ross' demands of a strong statement supporting the president (these demands by Commerce leadership and the White House were totally inappropriate). The sharks were about to attack. Furthermore, as the storm passed there WERE modest impacts on Alabama, with winds gusting to around 25 mph. Everything is political no matter what it is. Few agencies have a more substantial impact on the ocean and coastal environment on which people and economies depend than NOAA.

Because I went straight from grad school into private industry, and I’d done a lot of work with start-ups and business models, and I realized that the business model in the weather enterprise – like how industry and the public-sector interfaces – is kind of dysfunctional. I’m gonna drop in on you on every wave now.’ [Laughs]. For example, Congressman Frank Lucas of the House Environment Committee stated: I also want to thank Dr. Neil Jacobs for his leadership during this time. This has all come to a head recently, with recent reports by the NOAA Integrity Officer and NAPA (the National Academy for Public Administration) and articles in both the NY Times and the Washington Post. It’s real.

I think the debate is how much influence are humans having on it versus how much is from natural variability and natural signals and we’re still doing a ton of research on that. And my parents were like, ‘what’s this (900) number on our phone bill?’ They called it up one day and just realized it was the surf report. Totally agree...my pick for VP right now, is Susan Rice...a long term public servant, very bright, well spoken...and...she is considered to be a black person...that aspect of this election has to be a serious consideration...my only fear,is that the newly empowered Black Lives Matter movement, might see her as being too establishment,or just not being black enough...hope I am wrong about that! You start with all these observations and you aggregate them into your best guess of the current state of the atmosphere. So should he resign and publicly oppose the President, jeopardizing the potential to enhance weather prediction, which would save lives and property? I did my undergraduate degrees in just straight physics and math. So I decided to pick something he’d never done.
